Who have to carry the Yellow Fever Vaccination card?

All the foreigners arriving in India within 6 days of departure from any yellow fever endemic country are required to possess (in original) a valid yellow fever certificate of vaccination.
List of Yellow fever vaccination countries: Angola, Benin, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo, Cote d’Ivoire, Democratic Republic of Congo, Equatorial Guinea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Liberia, Mali, Mauritania, Niger, Nigeria, Rwanda, Senegal, Sierra Leone, Sudan, South Sudan, Togo, Uganda, Argentina, Bolivia, Brazil, Columbia, Ecuador, French Guyana, Guyana, Panama, Paraguay, Peru, Suriname, Trinidad and Tobago, Venezuela
